INTERNATIONAL PROCEDURES DESIGN CONGRESS,
VERSAILLES, OCTOBER 2000

In October 2000 the International Procedures Design Conference was held in Versailles, France and was well attended by a good variety of speakers and delegates alike.

 

Overview of proceedings during the International Procedures Design Conference

 

Summary
of Proceedings:

Industry experts met at the recent International Procedures Design Congress sponsored by Wavionix Software. These experts included Jim Terpstra, Senior Vice President of Jeppesen, talked about how Jeppesen were working to facilitate the new demands of air navigation and in particular the new charting requirements for GNSS/GPS and RNAV procedures.

The Director of Air Navigation for the Arab Civil Aviation Commission, Abdellatif Lahboubi, gave the audience an update on procedures in Africa & the Middle East. Chief ATC Safety Investigator, David Gleave of Aviation Hazard Analysis, presented a thought-provoking paper on the legal liabilities and risk management of procedures design. Russell Jones of the Federal Aviation Authority's procedures department updated the audience on the significant changes occurring in his department and the FAA generally.

Kim O'Neil of Advanced Aviation Technology, spoke on the problems of technical liability in satellite navigation with specific reference to Europe's Galileo project. Head of swisscontrol's PANS-OPS department, Thomas Buchanan, was able to brief the audience on the work of Eurocontrol's Terminal Area RNAV Applications Task Force and provide his own views on their progress. Discussion of whether procedures designers should be internationally licensed arose in Ian Ramsay's presentation as Chairman of the International Aeronautical Flight Procedures Association (IAFPA).

Finally, the congress chairman, Daniel Gwschind, Head of Operational Planning & Development for swisscontrol summarised the importance of the procedures designer's role within an aviation authority and the need to make a business case to the management to constantly improve and develop the services that they and their departments provide.
